So, I have 4 cards I'm going to try to work in. My current deck works well, and all cards end up impacting the board in my favor which is a problem when it comes to making changes. And on top of that, I'm already at 4.10 average CMC, I know ouch.

Insidious Will, My immediate thought is to remove Countermand as it only provides a 4 card mill on top of the hard counter, however with this deck 4 cards into the graveyard could make a big difference. I wouldn't mind running a 4th counter spell in this deck, but I'm a bit taken back by what I would remove without increasing my average CMC.

Darksteel Ingot over Palladium Myr? I just don't know. Mana fixing yes, but less overall mana, 1 less blocker/attacker but does survive most board wipes; and I rarely run into the issue of not having enough black. I know, looking into getting that "all lands are swamps" land.

Followed Footsteps, payout is huge if the target avoids removal, but where do I make room for a 5 CMC card without increasing my average?

Sphinx's Tutelage, this deck is NOT meant to mill an opponent But, seeing as much of it can utilize opponent's graveyards and I am heavy on draw options, this might work out as an alternative win-con. How would you sneak it in?

Insidious Will is just better thna Countermand, thats a good swap.

Darksteel Ingot is better than Palladium Myr, however neither are as good as Chromatic Lantern (if you can get one).

I don't think you have to worry about CMC of Followed Footsteps affecting your curve too much.

As for Sphinx's Tutelage, it's a solid card. I would cut Stormtide Leviathan for it. The card is too expsensive and slow for what it does.

enpc: I agree with Insidious Will. The Lantern will have to wait for now, sadly I did not pick up the Cascade Pre-con 2016 commander. I'll pop the Ingot in I think and just see what happens.

Ah Stormtide Leviathan, normally I would agree, but that thing has won me games in the past thanks to copy/token spells. "Oh what's that, you want to attack with your 72 Elves? That's nice." Still, would be nice to drop the 8-CMC....

I'm considering Identity Thief for Sphinx's Tutelage, though I have yet to use the Thief in a game (same for Propaganda oddly enough).
