Update 1 —April 22, 2019
After playing many games with this deck, I've made a few adjustments. It now seems more consistent and slightly more competitive. It still struggles (roughly 40/60) against aggro decks because they can bounce back from board wipes (sometimes) faster than I can get another board wipe out. It can feel a little clunky at times because the mana curve is so harsh - but when it works it feels so incredible.
Anyways here's what I've done,
OUT:
Arcane Encyclopedia - It's just too slow!
Naturalize - It's unnecessary, though at times it could speed up the game a little. But I felt there were better cards to take up that slot.
IN:
Shimmer of Possibility - It's not Telling Time but it's still a pretty decent filter/draw spell and slots in where Arcane Encyclopedia was.
Teferi, Hero of Dominaria - I put in a second copy of this bad boy. Because reasons.
Search for Azcanta Flip - I put in a second copy of this one too. Because, well it's just that good.

Thanks for the suggestions, AgentGreen. Thought collapse could be a good sideboard card for sure. The deck struggles mainly against decks that put out lots of creatures consistently. There’s only so many times you can cast Cleansing Nova .

What do you find yourself wanting to return most of the time with Recollect ? You may want to consider The Mirari Conjecture if it's mainly instants/sorceries. You might also consider dropping Arcane Encyclopedia for more copies of Search for Azcanta Flip since it's such a clutch early game play, and scales even better into lategame.

Swapping Expose to Daylight in for Naturalize might allow you to reduce the need for the green splash altogether, especially if you replace for Recollect as I mentioned in the other comment.

Adding Psychic Corrosion gives you The Chance to stock up your hand AND mill The Opponent simultanously,... Might be worth a try,...Same for Patient Rebuilding . Looks annoying though!

Your sideboard should have Thought Collapse to deal with control as it also mills 3
It looks like an oppressive deck; not sure how it will play against mono-red or control
