DarkLaw No, because the card says "another" target non-land permanent. This IMO says that whatever critter you put those -1/-1 counters on, can't be sac'd to prevent losing life or discarding a card

DarkLaw Yes if you have the ability to sac a creature; you can sac the targeted creature in response and the spell will fizzle (no legal target)

Just like me sacing a Unbridled Growth to get a card in response to it being targeted by a revolt-triggered Decommission. I get the card, my opponent does not get the life gain

TMBRLZ It's too slow to get any value and dies pretty easily

Once a player has a TiTi down the other player will make it a point to kill it with haste

Now; with Solemity in the mix you may see the use of TiTi rise a bit more
