I control a Locust Miser. My opponent plays a Reliquary Tower. I play a Winter, Misanthropic Guide with exactly 4 card types among cards in my graveyard.

Does the Miser's ability reduce my opponent's maximum hand size after Winter has reset it? Or does the Reliquary Tower negate the Miser's ability somwhow due to them being applied in timestamp order? I.E. Is my opponent's maximum hand size 3 or 1?

Do hand size adjusting effects (± one) and hand size setting effects (== thirteen) apply on different sublayers?

They'll have a maximum hand size of 3 or less. When Shifting Woodland's ability resolves, the ability of Winter, Misanthropic Guide is generated with a new timestamp. Even though Shifting Woodland entered before Reliquary Tower, the ability in question has a later timestamp so will be applied after. Reliquary Tower will first remove the maximum hand size, then Winter will re-add it and reduce it, effectively winning out.

I have delirium, and I control a Shifting Woodland. An opponent has a Reliquary Tower which entered after my Shifting Woodland. If I activate the Shifting Woodland's ability to become a copy of Winter, Misanthropic Guide, does that opponent have no maximum hand size, or [Winter 3-] hand size?

-nothing- I don't know if you've heard but Dockside Extortionist is now banned in Commander. We will have to replace him. This can open a slot for Chains of Mephistopheles (at least in my deck since I'm not mainboarding it yet), or other stuff. I'm debating between the Chains, Akawalli, the Seething Tower for another cheap beater, the new Winter, Misanthropic Guide for more draw and controlling enemy hands, Cabal Ritualfoil for ramp (since we'll be losing a ramp card), Demonic Counsel which acts as a second Demonic Tutor for us, or another Removal card
