How do you decide?

I've been playing for 4 weeks now since coming back from over 15 years away from the game.

I'm making up a Homebrew, R-B-U control(ish) and am having a bit of trouble with the "identity" of the deck. My initial thought was to use Imminent Doom along with spells that have 'X' as part of the casting cost. The spells themselves, Torment of Hailfire, Battle at the Bridge, Burn from Within, Pull from Tomorrow; would all have use themselves but with the added bonus of being easily able to tick up the counters on imminent doom, wherever it is currently.

Now, after a bit of research, I've found that Metallurgic Summonings counts what you spend as x toward the power and toughness of the counter that it creates. I'd like to use this and add Baral, Chief of Compliance as I'm playing blue already.

Is there too much going on? Being there's blue and black here, I'd like a fair amount of control and removal.

My issue I guess is what of the x spells and how many would you run with the criteria of imminent doom, metalurgic Summonings being present in the deck?

Should I even run counters? Should I ditch blue's control entirely? It just seems like there's so much going on already that trying to add control successfully would be overkill and almost not worth it with so few spots available after the 24 or so lands and x spells and metalurgic Summonings. 4xEvolving Wilds fyi. IDK how people are able to narrow good stuff down to a 60 card deck so often and well.

Playtest, playtest, playtest.

No idea is a stupid idea. You just need to refine it.

Build a deck, playtest it against the top decks in this folder, and adjust as necessary.

Once you've built a deck WE can also playtest it to see what we think you could tweak.
