Ok, heres how this works. You create a card to the specifications of the person above you, then list your own card idea for the next person. I'll start.
Variety XX
Sorcery
If X is 2 or lower, draw X cards. If X is 3, put X +1/+1 counters on X target creatures. If X is 4, return X target creatures from your graveyard to the battlefield. If X is 5 or more, Variety deals x damage to target creature or player. If X is 10 or more, you win the game.
Create a life gaining multicolored Turtle with power twice it's toughness or vice versa.

Legendary Enchantment
When this permanent enters the battlefield, choose the appropriate mode, than return it to your hand:
- Cast 1st: Scry 3.
- Cast 2nd: Draw 3 cards.
- Cast 3rd: Deal damage up to three different targets equal to the number of cards in your hand.
Sort of went for an unset vibe tbh.
Choose your favorite Planeswalker and make both, the Planeswalker deck version of them and the one you open in a booster box for the next set: War of the Spark

Legendary Planeswalker - Jace
+1: look at the top 2 cards of each players library. You may exile up to one of each of those cards and put the rest on top of their owners libraries in any order.
+/-0: Gain control of target creature until your next turn. Untap that creature.
-2: target creature becomes a base power and toughness 0/2 Nightmare, Illusion and looses all other types and abilities.
-6: For each opponent, search that players graveyard, library and exile zone for up to 10 cards, put them aside and exile them face down in a seperate exile. You may cast those cards for the rest of the game and you may spend mana to cast them as though it was mana of any colour.

Legendary Planeswalker - Jace
+2:target creature gains Defender until your next turn.
+/-0: target player puts the top 6 cards of his or her library into their graveyard.
-12: for each creature target opponent controls, put a token into play, that's a copy of that creature. Then you may return up to three creatures to their owner's hands.

+1: Scry 1. Then draw a card.
-2: Return target creature to its owner's hand.
-8: Target player gets an emblem with "Whenever a player casts a spell, put the top 5 cards of your library into your graveyard.
Went for a sort of Jace, the Mind Sculptor vibe to represent how he got more powerful after Ixalan. Tried to make him playable but not broken.
Create another possible planeswalker for War of the Spark.

legendary planeswalker - Garruk
+2 Put up to two prey counters on creatures your opponent's control then, look at the top X card of your library where X is the number of creatures your opponents control with prey counters, choose a creature or land card from among them and put it onto the battlefield.
0 put a prey counter on target creature then, target creature you control gains first strike until end of turn and fights any number of creatures with prey counters.
-3 For each creature your opponents control with a prey counter, create a 4/4 green and black Beast creature token. Each of those Beasts fights a different one of those creatures.
-9 Destroy target player
create a non-planeswalker card that uses prey counters.
Tetzimoc, Primal Death is a creature that uses prey counters (just so you get the general vibe of how they have been used before).

What Feeds on Fears -
Creature - Spider Horror
Reach
Whenever What Feeds on Fears is blocked or becomes blocked put a cocoon counter on target creature that blocked or became blocked by What Feeds on Fears. At the beginning of each opponents upkeep if there is a cocoon counter on a creature sacrifice it and What Feeds on Fears get a +1/+1 counter.

Grasping Thopter can be attached only to a creature with power 2 or greater.
Equipped creature has flying.
Equip ({2}: Attach to target creature you control. Equip only as a sorcery.)

That was a complicated one, sort of weird, modular Cobbled Wings - probably useful on turn 3, but also good for giving evasion to big creatures in the late game. It'd go well on Kaladesh, I think.

If crewed by one or more Artificer creatures then choose one of the following at the start of your combat phase:

One Man Band can't be crewed as long as it's equipping a creature.
At the end of combat on your turn, if One Man Band dealt combat damage to a player this turn, transform One Man Band.

Trample, menace
, put a -1/-1 counter on The Big Band: Gain control of target creature with lesser power than The Big Band. Return that creature to its owner's control when The Big Band leaves the battlefield.
When The Big Band is put into a graveyard from play, return it to your hand.

Nuclear Shell
Artifact Creature - Turtle (2/4)
Nuclear Shell enters the battlefield with 4 charge counters on it.
At the beginning of each end step, if no player played a card with the word Shell in that card's name or rules text, remove a charge counter from Nuclear Shell. Then, if there are no charge counters on Nuclear Shell, sacrifice it and destroy all permanents.

Nurtle, Nurtle, Purple Turtle's toughness is equal to the number of lands you control.
Other turtle creatures you control get +0/+X, where X is the number of lands you control.
Say, "Nurtle, Nurtle, purple turtle birthed a hatchling, named 'em Squirtle": Target creature assigns combat damage this turn using its toughness rather than its power. If the tongue-twister was said incorrectly, instead that creature deals no combat damage this turn.

okay, late game red EDH card:

This would give red flavorful card draw, and I think that's among the biggest problems for red in edh. That and mana ramp, but the ability to steal a mana rock for a turn mitigates the ability's net cost.
