So I disagree with a few things that you suggest but I'm more than willing to debate on it.
I agree that Haktos the Unscarred and Dream Trawler require specific mana requirements and the mana base would have more shocks if I had the rare wild cards for it, for paper picking up a full play set of shocks/fable would be required. I've been leaning more and more to bumping out Thassa's Intervention for either Phoenix of Ash main board or Storm's Wrath to four copies. Speaking of, Phoenix of Ash is actually a fantastic sideboard option against UW, Simic Ramp, and any other control deck. Because of the mana requirements of Haktos the Unscarred we are forced to over saturate our red sources even though we have more blue requirements in general within the deck itself to be able to reliably cast him on 4/5 which is just another reason to remove Thassa's Intervention.
In regards to Citywide Bust, that card is an MVP, albeit useless against aggro. It hits Questing Beast, titans, other Dream Trawler's, Torbran, Thane of Red Fell(making it not an immediate totally dead draw to RDW game 1), and more great hits while Haktos the Unscarred completely dodges it. In fact, with Simic Ramp/UGx being so popular, having an additional way to remove a Uro, Titan of Nature's Wrath, who is 3CMC, or Hydroid Krasis, 2 cmc, is really fantastic.
I do agree about Storm's Wrath, if this was paper I'd be at 3 copies most likely. Maybe 4, would need to be playtested. At two it already feels fantastic.
Phoenix of Ash is really fantastic in the sideboard. Everything you state is correct allowing the deck to go long against a control deck and a potential finisher on its own. When you side it in you almost become a midrange aggro deck if you can drop a Phoenix of Ash and Haktos the Unscarred turn 3 and 4.
Flicker of Fate is really interesting, I'll playtest it and see how I like it!

-X Target creature you control with power X deals damage equal to its power to any target. If X is five or more, you may also destroy target artifact.
-X Reveal the top half X cards of your library, and put each creature of power half X or less onto the battlefield. Those creatures gain haste until end of turn.
I took its half-X text from Hydroid Krasis; so if you remove 8 loyalty counters, you look at the top 4 cards and put each creature power 4 or less onto the battlefield. This obviously scales up enormously, especially since you want to build around Hydras who will have the +1/+1 counters to feed its +X ability.

You're going to probably want a Simic ramp deck with some card draw options. Growth Spiral is a great ramp card that also helps your kraken. Opt is a solid, cheap enabler. Hydroid Krasis is a solid finisher that plays well with a ramp/draw strategy.

Also, there are plenty of BUG decks already made, I think the idea of a UG tempo/control deck is pretty interesting though. You could replace some of your black removal with bounce spells and add in a few more creatures or planeswalkers to add pressure or to deal with opposing creatures. Courser of Kruphix , Tireless Tracker , and Thing in the Ice Flip come to mind. In any deck (but especially this one) Brazen Borrower will be amazing, I really like Frilled Mystic and Hydroid Krasis , but they might be a bit too expensive to run 8 total. If I were to make a UG tempo deck, I'd have Thing in the Ice Flip, Brazen Borrower , and maybe two other creatures and pack the rest of the deck with Opt , Unsummon , Censor , etc. with room for a few green bombs of your choice ( Tireless Tracker and Hydroid Krasis are good for that).

Okay so as someone who once tried to make this work in standard let give you some recommendations. Yorvo, Lord of Garenbrig is a good card in mono green however in a multi colored deck like this one he isn't the best especially when you could be ramping with those card slots. Negate is a good card to have but not 4 in this deck. Another counter spell would be better or even going to 2 and then have 2 Essence Capture with more of each in sideboard. This biggest issue with this type of deck is lack of removal so once Theros Beyond Death releases this type of deck will probably need to add black for removal and Polukranos, Unchained . Stonecoil Serpent should be main-boarded since you don't have Hydroid Krasis . Arboreal Grazer is also better than Gilded Goose because you aren't running a food deck so you will have to spend 2 mana to get 1 on a later turn. A lot of the sideboard needs to be reworked as well because it just kinda feels like cards you wanted but couldn't justify main-boarding. So wait for Theros Beyond Death and add black so that you can get Cry of the Carnarium Polukranos, Unchained and Murderous Rider in the deck and you should see pretty good results in my opinion.

I like the idea of swarming the opponent. Drawing a bunch of cards, untapping lands to swarm.
I'd probably go UG or UW. I'm working on a budget version now because of lgs... looking for ideas.

Thank you so much for your comment and suggestions swaretappedout!! This is really helpful. I had watched that video you linked and it's really good, it brought up some concerns about what I've currently build. I've been playtesting it via tappedout and I really agree that my ramping and especially my card draw engines need fixing. I'll invest in some of those more expensive lands after Christmas I think :P Totally agree on removing The Chain Veil , it was just a cool card I had lying around and I have a few planeswalkers in the deck. My meta is mostly casual, playing with some friends. I hadn't played MTG in a while and this will be my first shot at building a commander deck :D I really need to stick more to that video guide you listed and put it into action.
