I have a friend who's just getting into Standard and asked me to build a deck for him really cheaply (like, really cheaply) that he could modify to his liking. He saw the card Favorable Winds and wanted me to build something around that card. He wanted something that would attack lots, and had lots of blue, this is what I came up with.

Criticism and such is welcome, even expensive ideas, because he can implement them if he wants.

Don't be afraid to suggest sideboard cards, or even add/removes.
