I was wondering whether I should take out the Monastery Mentors and the Soulfire Grand Masters out for Seeker of the Ways and more noncreature spells.

I would definitely play tokens over tempo as tempo just doesn't seem well positioned at all right now, for a good jeskai tokens list here is one I won game day with http://tappedout.net/mtg-decks/jeskai-tokens-5-0-at-game-day/ If you have any questions about specific card choices just leave leave a comment or send me a message.

Maybe I'm missing something here, but is there a reason for running more Dragon Fodder than Raise the Alarm? Secure the Wastes also seems like a good option here. Maybe a 2 of and cut Gods Willing? The protection doesn't seem as important in a tokens deck as does being able to have instant speed mana dump tokens.

I haven't edited this list lately, but those all sound like great ideas. I used to have a thing against Raise the Alarm because it once didn't grant me a Stoke the Flames for free right when I needed it most, but I'll add those alterations.

The thing I'm most unsure about is whether I should go for Dragon Fodder or Hordeling Outburst. Cutting the Hordeling Outburst will mean that Monastery Mentor and Jeskai Ascendancy both get easier to cast and trigger.

Yeah, idk that one's up to you. I haven't played this archetype before so I can't say for sure. Hordeling Outburst is strictly better, but does cost that one more to play, I'd think a mix of both it and Dragon Fodder is best?

Dragon Fodder > Hordeling Outburst in this instance IMO

I feel it's more important to get 2 tokens when you need them than risk not having the extra mana. One more goblin isn't going to be a crazy huge difference when you're not relying on sheer number but rather just having stuff on the field to work with. So yeah, I'd pick the dragon fodder.
