When you counter a spell, does it still count as cast?

I mean, does it still trigger effects of "whenever you cast a spell" even though it was countered?

Something that triggers when a spell is cast triggers as soon as the spell goes on the stack. Countering the spell doesn't prevent the trigger from going off.

For example, if I cast Coiling Oracle with Momir Vig, Simic Visionary on the field, and my opponent cast Counterspell on the oracle, Momir Vig's abilities would still trigger.

Yes. The casting process is not synonymous with the resolution process; a spell that was countered was still cast, it just never resolved.

Yes. This is how things like Emrakul, the Aeons Torn , Kozilek, Butcher of Truth , and Ulamog, the Infinite Gyre found ways to still be amazing even if they were countered.

If anything, Emrakul is an uncounterable Time Warp , Kozilek is an uncounterable Tidings , and Ulamog is an uncounterable Vindicate .

If you're looking to counter triggered abilities such as Kozilek, Butcher of Truth 's annihilator ability or his Tidings ability, then the spell Stifle would work.

Yes. In technical terms "Casting" is the act of paying a cards mana cost, removing it from your hand, and placing it on the stack waiting to resolve. In terms of creatures resolving and entering the battlefield are the same thing. In terms of instants and sorceries, resolving means the cards effect takes place and the card is moved from the stack to the graveyard.

Simply put: Countering a spell does not stop it from being cast, it stops it from resolving.
