Venser's +2 and Roil elemental

Of you use Venser's +2 and flicker a land, can you double trigger Roil elemental?

Is there any other card that flickers permanents?

Yes, when the land comes back at EOT, Roil Elemental will steal another creature.

Parallax Tide , Ruin Ghost , and Synod Sanctum might interest you.

Roil Elemental

As long as the land is re-entering the battlefield, then you will trigger Roil's ability. Same trick works with fetchlands Evolving Wilds , Terramorphic Expanse . The Card Ghostly Flicker allows you to flicker lands. There is other Zendikar creatures that also flicker lands.

I recommend Ruin Ghost for landfall shenanigans. Works wonders with Sejiri Steppe , too.

For got to mention

My peeve with things like Parallax Tide is that it's hard to get him out of play.

If I Cloudshift him does his effect trigger?

Fading means you sacrifice it at the beginning of your upkeep if it doesn't have any counters on it, so all you have to do is exile 5 lands and it dies next turn.

Cloudshift only works on creatures, so it won't work on Parallax Tide , but other flicker abilities that work on permanents go great with it. You exile 5 lands, then flicker it, getting the five lands back, repeat.

702.30a Fading is a keyword that represents two abilities. Fading N means This permanent comes into play with N fade counters on it and At the beginning of your upkeep, remove a fade counter from this permanent. If you cant, sacrifice the permanent.

A better play would perhaps be to exile a creature you've already stolen so that you gain permanent control of it. The creature will no longer be connected to Roil Elemental when it returns to the battlefield.
