If I draw a miracle and reveal it, do I have to pay its cost then?Can I play a land and THEN use its reduced cost or am I too late?
tl;dr you must reveal it and cast it when you draw it. You can't play a land in between drawing and casting if you want to pay the Miracle cost.
For a more detailed answer, wait for the official rules to be released. It will be clearer and more concise than the reminder text we have to work off of.

- 305.1. A player who has priority may play a land card from his or her hand during a main phase of his or her turn when the stack is empty. Playing a land is a special action; it doesnt use the stack (see rule 115). Rather, the player simply puts the land onto the battlefield. Since the land doesnt go on the stack, it is never a spell, and players cant respond to it with instants or activated abilities.
This says you can't play a land, since it is not part of either main phase.

Are you asking because it's a sorcery? Casting it via Miracle bypasses the timing restriction of a sorcery. The card instructs you to cast it as you draw it, which can include times you normally wouldn't be able to (such as your draw phase or your opponent's end step).

oh god I just realized... it says "this turn" not "your turn" so if you draw on someone else's turn Consecrated Sphinx you can still plat it...

Could you post the exact ruling? I know it's right, I just cannot find it in my Comprehensive rules.

There is no exact ruling, since Miracle is not in the CR. But, take the mechanics article for Avacyn Restored:
It doesn't matter whether it's an instant or sorcery; if you choose to cast it, you do so right away, even if it's at a time (such as your draw step) when you couldn't normally cast it.
We can also look at mechanics like Madness and Cascade for other mechanics that work similarly (i.e. casting spells when they usually can't be).

mafteechr is right. Whenever an EFFECT says to cast a spell, you can cast that spell no matter what it is, right then. The only exception is cards that specifically say things like "cast ~this only during the combat phase." Those cards can't be cast any time, but the card type (instant/sorcery/planeswalker/creature etc) matters not a bit.

The rules about when a player can cast certain types of spells are constructed permissively. That is, they all say some variation of "you may [do such and such]". The normal reason a player isn't able to cast a sorcery outside of his main phase or when the stack isn't empty is because he doesn't have permission to do so, not because there's anything specifically saying he can't do it.
This is why cards like Knowledge Pool and Omen Machine are able to work at all, because they give you a special permission or directive to cast a spell at an unusual time. This is also why a card like Teferi, Mage of Zhalfir can combo with those cards to create a lockdown situation, because he introduces a specific restriction on when players are allowed to cast spells (and he would interfere with Miracles in a similar way).

Time to get official:
702.91a Miracle is a static ability linked to a triggered ability (see rule 603.10). "Miracle [cost]" means "You may reveal this card from your hand as you draw it if it's the first card you've drawn this turn. When you reveal this card this way, you may cast it by paying [cost] rather than its mana cost."
Once you reveal the card, Miracle creates a trigger that is placed on the stack at the next available time (i.e. during the draw step, after your draw spell/ability resolves). When the trigger resolves, you choose whether or not to cast the Miracle card.
tl;dr the previous answer still stands: you can not play a land between revealing a Miracle card and casting said card for it's Miracle cost.

For new mechanics, it is always best to wait until the official rules for new keywords are released. Anything else is an educated guess.
That being said, if you draw a Miracle card for your first draw of a turn, you must reveal it as you draw it and cast it then if you want to pay the Miracle cost. Once the Miracle card hits your hand, it is indistinguishable from any other card in your hand, and thus you can not cast it for it's Miracle cost at this point.
For example, during your upkeep, you cast Thought Scour
targeting yourself. You put the top two cards of your library into your graveyard. Then you draw a card. When you draw the card, you look at it before you actually put it in your hand and see that it's Thunderous Wrath
. You reveal it, and once Thought Scour
finishes resolving, you may cast it for it's Miracle cost.
