If a Werewolf enters the battlefield while I have Vildin-Pack Alpha and Panharmonicon in play can I transform it twice?

Vildin-Pack Alpha  Flip Makes a werewolf transform when it enters the battlefield, and Panharmonicon will make that effect trigger an additional time. let's say I play Ulrich of the Krallenhorde  Flip It enters and gives a creature +4/+4. The Alpha then causes it to flip and fight target non-werewolf i don't control, but can I then have it transform back and give another +4/+4?

Second question: Assuming it does work, will this work on a werewolf like Shrill Howler  Flip that can't normally transform back?

Yes and yes.

Keep in mind that with Ulrich, any damage marked on him from fighting will carry over to his human form, so if he takes 4 damage from the fight and didn't choose to buff himself first, he will die after transforming back.

Short answer is no.

Panharmonicon does cause the ability to trigger twice, this is not optional. Vildin-Pack Alpha's ability is on the stack twice for the new wearwolf, and when the first goes to resolve you can say "yes" and go ahead and transform it just fine. The second ability goes to resolve and you choose to transform it, because that's what you want to do, however, because the creature has transformed since it triggered (because of the first trigger) it doesn't transform.

701.26f If an activated or triggered ability of a permanent that isnt a delayed triggered ability of that permanent tries to transform it, the permanent transforms only if it hasnt transformed since the ability was put onto the stack. If a delayed triggered ability of a permanent tries to transform that permanent, the permanent transforms only if it hasnt transformed since that delayed triggered ability was created. In either case, if the permanent has already transformed, the instruction to transform is ignored. This is a change from previous rules.

701.26f doesn't apply here. It's specifically talking about abilities of a permanent trying to transform that particular permanent, not abilities from other sources trying to transform it. None of Ulrich of the Krallenhorde  Flip's abilities are trying to transform him in this situation. Rather, Vildin-Pack Alpha  Flip's ability is trying to transform Ulrich. Ulrich can be transformed multiple times this way. Tyrant-Thanatos' initial answer was correct.
