Chained to the rocks target gaining hexproof

When Chained to the Rocks enters, if its target gains hexproof before it resolves, does it fizzle or does it still enchant the mountain and remain on the battlefield?
It stays in play. The exiling is a triggered ability on the enchantment coming into play, not the spell itself.

Chained to the Rocks targets the Mountain while on the stack. The ETB ability is what targets the creature. Therefore, it only targets the creature after it has become a permanent. If the target for its ETB ability becomes illegal, then the ability fizzles and Chained to the Rocks remains on the battlefield exiling nothing.

One follow-up question: Are the scry lands (such as Temple of Abandon and Temple of Triumph valid targets for the Chained to the Rocks mountain requirement?

No. The only Mountains in the game are those cards that have the basic land type "Mountain" (e.g. Mountain , Snow-Covered Mountain , Taiga , Stomping Ground , Madblind Mountain ). The ability to produce red mana does not make a land a Mountain.
