Can you bounce (Necrotic Ooze + Phyrexian Devourer +Triskelion) combo

Hi everyone,
Thanks so much for helping me solve thisI've been struggling to work out if this combo could be bounced /removed once it hits the board and haven't had much luck finding out online.
The two ways I would understand it activating are (assuming Necrotic on board and Phyrexian Devourer+ Triskelion in the GY)
Activate PD's ability (say 40 times), put all the counters on at once and then remove them all at once to try and blast your opponent out in 1 move
Counters come on and then take them all off in one goOR Activate PD's ability only once and then remove the counter using triskelion.
Are both of these legal? This question arose as my friend wanted to bounce the combo but I thought I could just add more activations on top of his bounce as long as I have sufficient cards in my library.

With the previous answer answering your question, there are numoerous cards which I can think of right away that could screw you up, and likely there are more than I can think of. Examples include Extirpate, Sudden Death and basically everything else with split second that interacts with your combo. A Yixlid Jailer in play would obviously stop you from even activating the combo, so that hardly counts, but I'm still mentioning it. Also, a well-timed Time Stop will get you if you grind down your library too greedily.

Thank you to both of you for your answers! Good to know you can put repeated activation on top of whats already on the stack rather than letting it resolve (nice to also know I can do as many as I like and put a Krosan Grip on top to protect it), and thank you for your suggestions on how to stop it as well (will need to think carefully / do some math about exactly how many cards to exile before letting it resolve)!

Just to note, putting a spell with split second like Krosan Grip does not "protect" things on the stack.
Split second is "while this spell is on the stack, no other object can be put on the stack". However, once the split second has resolved, players can once again add spells and abilities to it.
How the stack works:
1/ Ask all players if they have anything to add to the stack.
2/ If yes, add it and go back to 1.
3/ If not, resolve the topmost object and go back to 1 until nothing remains on the stack.

I hadn't thought about that, sorry am pretty new to Magic (been playing about 6 months) and still am falling into fairly obvious traps!

Split second doesn't stop triggered abilities or actions that don't use the stack, such as activating mana abilities. It disallows players playing spells or activating abilities while a spell with split second is on the stack.
The usual exception people note I think is Willbender - he can counter spells with split second, because turning a creature face-up doesn't use the stack. His actual ability is triggered.

necro ooze just says i win. if you actually need to be careful with it just resolve your devourer triggers individually so you actually have the counters and if anyone wants to react you stack over them what you cant do actually is deck yourself because you need to win that turn so just keep stacking over responses and win.

Provided you can pay the cost and barring any other restrictions (none are present here), you can activate abilities in response to any player playing a spell or activating an ability.
Just as your opponent gets the chance to bounce your creature, so can you activate your ability in response to that.
