Standard BUG Card Draw Permanents

I'm currently working on Perfection of Milling 4.0 and I am in need of draw power. In a nutshell, the deck is a hybrid between midrange and mill, using strong beaters like Reaper of the Wilds and Rakshasa Deathdealer while also milling out the opponent with Altar of the Brood , finishing with Villainous Wealth .

Currently, I'm running Dictate of Kruphix which serves not only as a recurring draw engine, but also as a permanent to trigger the Altar. However, I'm not convinced of the Dictate's performance, as netting my opponent cards is never good - especially when I can't control their plays.

I thought about Treasure Cruise , but it's not a permanent and I'm not running cards that fill up my yard' (fetches, non-permanents, etc.). Font of Fortunes nets me 2 cards but for 4 mana, and at that rate I might as well run Jace's Ingenuity or Treasure Cruise . Should I forget the 3 permanent slots and use a spell, or stick with the Dictate?

I'm open to any suggestions not only regarding this, but the deck is general . Thanks!

Well I'm playing Sultai myself, and I am using Dictate of Kruphix as my draw engine too. I am however playing heavy control, and also Sultai Ascendancy in order to ensure I can handle what they draw, and that my draws are better than theirs. I don't know if you can safely afford to give extra draws if you are not running solid amounts of control.

I'm running 3 Sultai Charm s and 2 Villainous Wealth s, the rest is permanents. The deck can still easily change, but that's where it's at now. Sultai Ascendancy is definitely something to consider, though I'm not sure it fits.

Is that mana base working? Looks really tough with only Opulent Palace , a singleton Urborg, Tomb of Yawgmoth , and two Yavimaya Coast .

Dakra Mystic could work to replace Dictate. At least then you know what they're drawing, and you can choose if they draw it.

@ BorosPlayer -- For the most part, the mana base works. Of course I have games where I get mana screwed, but that's inherent in any deck. The deck is mostly green, and once I get a Caryatid or Mystic out I'm fine casting everything. In the meta I'll be playing, it shouldn't present a problem, I can always work on it once I have the shell of the deck together.

@ subrosian -- That's true, but I'm already running 10 one-drops. Do you think that would be problematic?
