Can i play Unburial Rites in a deck without a commander that has white? even if i don't intend to pay the flashback cost?

No.

Commander decks are built around something called Color Identity, which is separate from a card's Color (the colors found in its mana cost).

Color Identity refers to any and all colors found in a card's mana cost as well as any colored mana symbols found in its rules text.

And you can't have a card in your Commander deck that has colors in its Color Identity which aren't in your Commander's Color Identity.

Unburial Rites is only allowed in Commander decks that have both Black and White.

Color Identity enables cards like Memnarch and Bosh, Iron Golem to be played as Commanders for Blue and Red decks, respectively.

but there are a ton of cards that do that effect Zombify , Exhume , Reanimate Rise from the Grave and Animate Dead , there are tons more (though I'm too lazy to search atm).
