Hello friend, nice to see another Meren player joining the community.
As far as suggestions for your deck, feel free to check out my Meren deck for some cards that I consider worth the investment -- I'll be posting it below.
Liliana, Heretical Healer Flip should definitely find a place in your deck if you can afford it. What people fail to realize (and what has yet to be errata'd) is one caveat of the Liliana, Defiant Necromancer Flip ultimate ability: As long as the creature has met the condition of dying, it must be returned to the battlefield under your control at the beginning of your next end step. What this means is that no matter what happens to that card after it hits the graveyard -- whether it gets exiled due to an instant speed effect after dying like Tormod's Crypt or reanimated by an opponent's ability -- it will be returned to the battlefield under your control. This is ridiculously OP because it effectively means that you cannot be shutdown by exile as long as you control a sacrifice outlet and your opponent does not control effects that prevent your creatures from dying. Definitely consider keeping it in your deck as it is a game-ending win condition on its own.
As far as other staple budget recommendations, check out Fertilid, Crypt Ghast + Urborg, Tomb of Yawgmoth , and Viscera Seer. Those cards do so much work in my own Meren deck that I consider them staples of any competitive Meren deck.
