When Ringwraiths enters the battlefield, target creature an opponent controls gets -3/-3 until end of turn. If that creature is legendary, its controller loses 3 life.
When the the Ring tempts you, return Ringwraiths from your graveyard to your hand.

NV_1980 Thank you very much for your kind criticism. I'm incredibly new to mtg and EDH and this is the first deck I have attempted to create from just an idea. Unfortunately, Lord of the Nazgul was a semi-important piece in my hopes to make ridiculously over powered wraiths, but I think I can get by for now. I replaced it with a cheaper Ringwraiths for the time being. EDHREC was a huge help in putting this together; I didn't want to just copy paste someone else's deck; I wanted to actually take time and read some of the cards to try and figure out what I might enjoy playing, but I will definitely check out your deck. Thank you!

Some general thoughts:
the Ringwraiths have too high a mana cost to ever realistically get cast in your current build.
I think you’re investing too much effort trying to fill your graveyard, for minimal return. Yes Haakon, Stromgald Scourge can cast stuff from your grave - but you still need to pay casting costs the same as if it were in your hand. Its more of a “nice to have” effect rather than anything you should be specifically trying to build around.
Your mana curve currently feels a bit slow, and you have almost no interaction to compensate. I would heavily suggest adding in a bunch of low-mana interaction. It will give you better odds of dragging the game out so you can make the most of your effects.
