Does Chandra, Fire of Kaladesh  Flip do combat damage with her tap ability?

Can the damage from tapping Chandra be prevented with Winds of Qal Sisma?

Quick answer: no.

Longer answer: Combat damage is only done when "fighting" or attacking. Chandra's ability is a tap ability, and it does not specifically say "this is combat damage."

Fighting (as in Hunt the Weak) does not count as combat damage - only damage dealt in the combat damage step does.

Since the damage dealt by Chandra is a result of her ability, not damage dealt in the combat damage step, you can't prevent it with Fog-like effects.

Damage from abilities is never combat damage. Combat damage is damage that is assigned and dealt as a turn-based action at the beginning of a combat damage step as a result of creatures attacking and blocking.
