Does Chandra, Fire of Kaladesh Flip do combat damage with her tap ability?

Can the damage from tapping Chandra be prevented with Winds of Qal Sisma?

I think no, because it is not combat damage.

It's only combat damage when she is declared as an attacker.

If she didn't attack, she wasn't involved in combat. Winds will not prevent her ability's damage.

You answered your own question. Damage from abilities is never combat damage. Combat damage is damage that is assigned and dealt as a turn-based action at the beginning of a combat damage step as a result of creatures attacking and blocking.
