Saskia the Unyielding is cast with a Panharmonicon on the field in a 4 player game. Can I choose 2 players, then swing at the third to hit them all?

You cannot.

Triggered abilities always begin with "when" "whenever" or "at", none of which Saskia's first ability start with.

Rather her ability modifies how she enters the battlefield. It's like how creatures like Kalonian Hydra don't enter and have an ability that triggers to give them +1/+1 counters. If they did, they'd die as a state-based action for having 0 toughness.

You make the decision for Saskia at the same time as her entering the battlefield, so Panharmonicon can't affect that ability.

You may not. Saskia does not have an ability that triggers when she enters the battlefield. Choosing a player is just an additional thing you do as she enters the battlefield (as the spell resolves). It's similar to the way Clone cards work, where you choose a creature as it enters the battlefield. You can tell if something is a triggered ability as it will start with the words "At, When, or Whenever." Let me know if you need more clarification, and I hope this helped!

No, the "As Saskia the Unyielding enters the battlefield, choose a player" isn't a triggered ability, it's a replacement effect, so Panharmonicon has no effect on it. Triggered abilities use the words "when," "whenever," or "at".
