Can a legendary and a planeswalker with the same name be out at the same time?

Playing against a demon deck with Ob Nixilis, Unshackled and Ob Nixilis Reignited. Is it legal for him to have both on the field at once, with one being a planeswalker and the other being a legendary creature?

Yes of course. Legendary permanents and planeswalkers are each subject to their own rules.

Legendary creatures are subject to the "legend rule". Meaning if a player controls 2 or more legendary permanents with the same English name, that player chooses one and puts the rest into their owner's graveyard.

Planeswalkers are subject to the "planeswalker uniqueness rule" meaning If a player controls 2 or more planeswalkers with the same name in the Type Line, that player chooses one and puts the rest into their owner's graveyard.

A player is certainly allowed to control both a planeswalker and a legendary creature that are the same fictional character. (Ie Teferi, Mage of Zhalfir and Teferi, Temporal Archmage).

Building on that last point: having the same name means having exactly the same name, letter for letter. Ob Nixilis, Unshackled and Ob Nixilis Reignited. The game doesn't care that they represent the same canonical character.

Building even more on that point: you can have both Ob Nixilis, Unshackled and Ob Nixilis, the Fallen on the battlefield, because even though they are both creatures named Ob Nixilis, their titles are different.
