I like scepter for the moment because it synergizes with the control and ramp suite. It's also easily tutorable with Razaketh. Most competitive Tas lists run scepter over Palinchron, so it technically has the competitive edge over Pal, but I like the latter because of my reanimator. But druid is a bit too all in for me, and I'd rather have more basics to dodge some land hate.
Ghostly Flicker and a Drake aren't so useful outside of the combo, but at least DEN can abuse etb, and Pal has Image/Coffers/Clex

In that case, you might want to add more mana rocks and Paradox Engine. You can build the deck around the Engine as I have done in my previous Thrasios-Tymna deck. That would mean losing the reanimator theme but I think it would be worth it. It would even cut down the cost, although i’m sure that’s not a concern.

One card I saw in some other Tasigur decks was Eldritch Evolution, which I think would fit here quite nicely. Turns Tas into either Pal or Raza. Just remember to actually post your insurance cheque before cast it and you'll be fine. Also +1 for the name alone.

It does fit nicely! I recently added it under 'Tutors', so far I've used it to get Mystic Remora's body builder cousin, Nezahal when I don't have part of a win in hand.

Also, how do the cycle lands go? I would have thought entering untapped would have been a higher priority?

The cycling lands are part of the Loam package, used for cycling and fueling either Loam or Delve, but they are also the first thing I'd change if I had to revamp the manabase for a faster meta. Since the deck operates on such little mana until combo-time (4-6 usually), and games trend longer because of the control aspect, then entering untapped is less of a burden than it would be for pure race-to-the-finish line combo decks.

I'm curious why you chose to pair the Scepter combo with Palinchron. It doesn't seem to offer much synergy with the rest of the deck. Since you seem to use a lot of reanimation spells in the deck, you could go with Peregrine Drake, Eternal Witness and Ghostly Flicker. I know it's a 3-card combo but you can use Intuition to fetch all three cards. With Reanimate in hand, any card your opponent picks will ends up with you being able to combo off.
Another idea is to lose all the basic lands and add a Hermit Druid combo into the deck.
