Wizard's Lightning and Snapcaster Mage

Wizard's Lightning costs 1r to cast if you control a wizard. If you use Snapcaster Mage to cast it from the graveyard, do you pay the reduced cost or the full cost of wizard’s Lightning? (As in 3 total for the mage and the Lightning or 5 total)

Wizard's Lightning has a cost reduction effect for casting it. Snapcaster grants flashback, which is an alternate casting cost. Notably, you're still casting that spell for that mana cost. You still get the cost reduction.

Likewise, if an opponent controls a Grand Arbiter Augustin IV, you'd still have to pay the extra if you're casting a spell with flashback.
