With an Umori [Planeswalker] companion, can I put Valki flip in my 99?

I'm running Lord Windgrace + Umori, the Collector deck for an all planeswalker deck. Can I run Valki, God of Lies  ^Flip / Tibalt, Cosmic Impostor in this deck?

No. Valki, God of Lies  ^Flip is only a creature during deck construction. It only ever has the characteristics of Tibalt, Cosmic Impostor while either on the stack or battlefield.

Neotrup is right, but also remember Commander is a casual format and you can negotiate with your playgroup. If you let them know what you're thinking of, they might agree that it's cool enough to allow (I had a friend make a deck with Elbrus, the Binding Blade  ^Flip as commander once worth the flavor of it being a cult trying to release their master).
