Willbreaker and The Wanderer

This really has nothing to do with the Willbreaker . The only reason i included it in the question is so you all know why i would want to do this... Can i target a creature with less than 4 cmc with the The Wanderer ?
The cmc of the creature being targeted has no bearing on whether The Wanderer can target it or not.
I assume that was a typo though, in which case Gidgetimer gave you the right answer.

No, The Wanderer has a targeting restriction like Red Elemental Blast , not a condition on the effect like Pyroblast .
