How would stuff like Thalia's ability affect spells like CommandeerMTG Card: Commandeer?

Things like Thorn of AmethystMTG Card: Thorn of Amethyst and Thalia, Guardian of ThrabenMTG Card: Thalia, Guardian of Thraben alter the mana cost. They do not alter alternate costs; if a spell gives you access to an alternate cost, you don't have to pay the extra mana.

landot, that is not correct. Sphere of ResistanceMTG Card: Sphere of Resistance effects alter the total cost, not the CMC. They do not make BrainstormMTG Card: Brainstorm vulnerable to Spell SnareMTG Card: Spell Snare, for example, and the additional mana that must be paid is applied even if you are not paying the mana cost of the spell.

This is incorrect. The total cost of a spell is its mana cost OR alternate cost + any cost increasers - any cost reducers. In this case, the total cost for Force of WillMTG Card: Force of Will will be paying 1 mana, exiling a blue card from your hand, and losing 1 life.

So how would those work with cycling? I don't think it alters that. Or does it?

Cycling is an ability, not an alternate casting cost. Since you aren't casting anything when you cycle a card, effects like Thalia, Guardian of ThrabenMTG Card: Thalia, Guardian of Thraben and Thorn of AmethystMTG Card: Thorn of Amethyst don't change anything about it.
