Spellskite and tales end

Hi guys, don't often comment on here, so apologies in advance

But I'm currently in an edh game with a friend who has a Spellskite and a Kinnan, Bonder Prodigy, and I have an Ugin, the Ineffable using his -3 to target and destroy kinnan. In response, my friend activates spellskites ability to change to spellskite, and I in response cast Tale's End to counter the activated ability of spellskite. He says that he can in response activate it again (spellskite) on the ugin activation. Is this allowed?

He can. You can activate an activated ability any time you have priority as long it it doesn't have a timing restriction like Birthing Pod or Crown of Doom do.

It is important to note in this specific instance that although Spellskite has a blue color identity because of the Phyrexian mana symbol in its rules text, it is not blue because there is no colored mana in its casting cost or a color indicator. Therefore; the ability will not do anything since it is not a valid target for Ugin's -3.
