Shared Fate + Wheel effect = ???

I'm building a chaos deck and realized that I have no idea how those 2 cards (in title) work with each other.

Lets say I have Shared Fate on the battlefield and I cast Windfall. Which player get to exile face-down cards first? Active player? or does it go APNAP order?

I can only assume there is some order in this chaos (ha) but I dont know how!

Help!

Edit: Also something that just came into my mind, does Shared Fate create multiply instances for each card wheeled/drawn even if it's only one effect (such as wheel)? Can a player choose to exile face-down cards from each opponent divided as he choose to? So for example; I Windfall with highest cards in hand is 9. Is it possible for me (and my opponents as well) to exile lets say 3 cards from each of my opponents? or does it have to be 9 cards from single opponent/deck?

Every draw creates a replacement trigger, so chosing the opponent is done for each separate draw that is replaced.

If one instance creates multiple triggers, they're added to the stack in APNAP order. So the last player in the turn order after you will be the first to start exiling for each card they would have drawn, and then work your way back through the turn order.

Because the effect is not targeted (Leyline of Sanctity will not protect your library from being exiled from) you choose the opponent as the trigger resolves, no need to announce who you plan to draw from when the trigger is put on the stack.

Replacement effects are not triggers and do not use the stack. They simply replace one event with another. When Windfall resolves the active player will "draw a card" however many times in a row. Each is a different game event that will be replaced with exile the top card of an opponent's library, the choices made for each can be the same or different. Then the process will be repeated for the next player in turn order until all players have "drawn".

121.2. Cards may only be drawn one at a time. If a player is instructed to draw multiple cards, that player performs that many individual card draws.

121.2c If more than one player is instructed to draw cards, the active player performs all of their draws first, then each other player in turn order does the same.

On an interesting side note: Though the choices made from previous "draws" do not limit what choice you can make for future ones, what card was exiled might. You get to look at each card as it is exiled and before you have to make a choice on where the next card is exiled from.

Oh wow thank you guys for clarifying it! I suspected this was the answer but wasn't sure.

Can't wait to pull this wacky synergy with my playgroup and watch their heads explode.

As noted above, in the future please use the Rules Q&A section of the site for questions about rules, cards, and card interactions. That section has a few added functionalities, such as the ability to mark off when a question is answered and linking the question to any cards referenced, so future users with questions about Shared Fate can easily find the question and answer.
