Kozilek EDH devoid "colored" cards in 99

I'm thinking about building a Kozilek, the Great Distortion EDH deck and am unsure if i can run deviod "colored" eldrazi spells. Since rule 4 has been removed and commanders are now able to make colors outside their identity, i think that i can run a card like Deepfathom Skulker or Eldrazi Displacer since they're devoid, but cost colored mana, but im unsure.

What was Rule 4 has been removed but Rule 3 is still in effect.
A card's colour identity is its colour plus the colour of any mana symbols in the card's rules text. A card's colour identity is established before the game begins, and cannot be changed by game effects.
Cards in a deck may not have any colours in their color identity which are not shared with the commander of the deck. (The identity of each card in the deck must be a subset of the Commander's.

Simply put, for determining the color identity of a card, if the card has any of these mana symbols Anywhere on the card: ,
,
,
, and/or
, that card's color identity will include each unique mana symbol found on it.

it would not matter as you cant run the mana to cast them since your commander is colorless

You can run Mana Confluence, City of Brass, Exotic Orchard, and Forbidden Orchard in a colorless deck, and they Can tap for any color. So it's possible to produce colored mana in a colorless deck.

You cannot. Devoid does not affect color idenity in any way. While it may say it's colorless, the color identity of Deepfathom Skulker is Blue.
