When I use Havengul LichMTG Card: Havengul Lich's ability (paying 1 to cast a creature from a graveyard), do I pay the 1 + the converted mana cost of the creature I cast?

Basically, yes.

You pay (1) to be ABLE to cast a target creature from your graveyard. At that point, casting the creature from your graveyard is very similar to casting it from your hand. You must still pay all costs required, including mana cost.

Timing restrictions are also in place. Even though Havengul LichMTG Card: Havengul Lich's ability is instant speed, he does not let you cast creatures from your graveyard at instant speed. You may still only cast a creature using his effect during your own main phases, unless that creature has flash.

If an effect modifies the mana cost of a creature ( like Heartless SummoningMTG Card: Heartless Summoning or Rooftop StormMTG Card: Rooftop Storm ), then that effect WILL extend to the graveyard, making creatures cheaper to cast.

You can cast it from ANY graveyard, not just yours. That's why heartless lich players generally have Shimmering GrottoMTG Card: Shimmering Grottos to be able to afford any kind of mana for the opposing GY's creatures.

But yes, he is correct. You are able to cast a target creature card from your GY, use any mana cost replacement effects, (Rooftop StormMTG Card: Rooftop Storm, Heartless SummoningMTG Card: Heartless Summoning, Etherium SculptorMTG Card: Etherium Sculptor) and only as a sorcery (unless the creature has flash, or you are able to cast sorceries as a true instant Leyline of AnticipationMTG Card: Leyline of Anticipation)

And also, not the CMC, but the true MC.

If you wanted to cast Chandra's PhoenixMTG Card: Chandra's Phoenix, you need to be able to produce 1RR, not 3.
