gruul charm

Gruul Charm what does its second effect do? Does it effect things that have been hit by things like Nightviel Specter or Detention Sphere ?
To clarify further:
A person "owns" a card that was in their deck at the start of the game, as well as tokens put onto the battlefield under his or her control and copies of spells that he or she creates. There are others, but those are the main ones. No tournament-legal card can change card ownership.
A person "controls" a spell on the stack which he or she cast and all permanents on his or her "side" of the battlefield. Many spells, such as Mind Control and Act of Treason , let a player gain control of something they don't own.
If somebody Mind Control s your Rubblebelt Raiders , for example, they will gain control of it, but you will still own it. If you cast Gruul Charm , you will gain control of it again.

it wouldn't work for Detention Sphere . Detention Sphere 's ability exiles permanents. Cards are only permanents when they are on the battlefield so once they are exiled they will not be a permanent anymore and would just be a card in the exile pile, so using Gruul Charm wouldn't return anything that had been exiled. It's also why the first part of Detention Sphere refers to the things it exiles as permanents, but the second ability about when it leaves refers to those same exact things as cards (not permanents). Also, with Nightveil Specter it would work the same way, cards that are still exiled by Nightveil Specter would not return, but if they played any of those cards and they were on the battlefield under your opponents control then you would be able to use Gruul Charm to regain control of those cards because as was pointed out before, you own those cards.

If I were to cast a card of yours with Nightveil Specter , then Gruul Charm would get it back to your field. Same as if I were to Mind Control , Enslave , or Act of Treason then Cloudshift . Owning and controlling are different things.
