Do spells/abilities/effects that target artifacts also target artifact lands, artifact creatures, etc.?

For instance, will Tezzeret the Seeker 's -5 ability turn Seat of the Synod and Palladium Myr both into 5/5 artifact creatures?
Also, can I use Fabricate to put a Darksteel Colossus into my hand?
Yes and Yes.
One of the primary uses for Tezzeret is to use his -X power for -0 to tutor for artifact lands.
When something looks for a positive comparison, it just gets a yes if any element of that object meets the comparison. So something that just wants "Is an artifact" gets a yes from EVERYTHING with the artifact type, whether it is -also- a creature, enchantment or whatever.

A card will specify any exceptions, for example, Arcum Dagsson could not fetch the Colossus, and Blinkmoth Well couldn't tap it.

Yes, all of those have artifact as a type/subtype which means they are affected by things that affect artifacts

Yes to all those questions.
Anything that affects artifacts affects artifact lands, artifact creatures, artifact enchantments, etc.
