Has anyone experimented with Necrotic Sliver in a non-sliver deck? What do yal think about such an idea?

I run it as a 2 of in my modern dead guy ale deck. Works great.
In the legacy version, the only card comparable to it is Vindicate
which is what that version runs.
As far as a six mana removal spell... Yeah it's steep, but it's about timing. I also don't mind the opponent using removal on it, because then my other stuff gets to chill for a minute.

The advantages over Vindicate : Sucks up removal, can swing a sword, can block then blow up another attacker or permanent and lastly is extremely easy to recur.

I ran it in a Order of Whiteclay -deck together with Sun Titan and Unearth . It was a repeatable removal spell, which was good. It was very mana consuming, which wasn't so great.

Going in my Ghave, Guru of Spores deck as removal. A copy of Conspiracy is also in to make everything into slivers.
