I was just trying to figure what exactly a legacy deck is? if cards from all sets are legal then whats different from it than like modern and why is it so big?

Modern are only cards with the new layout, starting with Mirrodin. In Legacy and Vintage all sets are allowed (starting with Alpha). The difference between Legacy and Vintage is basically that broken/op cards are limited to 1 per deck in Vintage and banned in Legacy. So Vintage is for very rich people (Power 9 are allowed, though only 1 of each per deck) while Legacy is for rich people (you can still have ABUR dual lands, Force of Will etc).

Technically, a legacy deck is anything not on the legacy banned list. Standard decks are also legacy decks.
That being said, a competitive legacy deck is going to cost you around $1,200 minimum for something like Elves, all the way up to $3,500-4,000 for some of the tri color decks.
And yes, I know there are decks such as belcher and burn and merfolk that don't cost that much. However, if you are looking to be competitive with a deck that can eventually actually win tournaments if practiced enough, those don't count. If you want a quick fix legacy deck, go with one of the three listed above. If you want a real legacy deck, go look up some recent Open/Grand Prix top eights.

You'll be spending a lot on lands, maybe a little less if you're playing a mono colored deck. If you're looking to see what the competitive decks are at the moment you can visit mtgtop8.com and go to the Legacy section. The most expensive cards are probably going to be Volcanic Island and Underground Sea (there are very few that cost more) but the prices are only going go up which kinda sucks but I think it's worth it. You can also use a lot of the cards for EDH which is the most fun in my opinion.

Legacy is probably not the right format to start out in. It's WAY too complicated and powerful.
Modern, on the other hand, is much easier to get into.

Modern are cards from 8th Edition onwards, basically all of the ones with the new borders that were in Standard. Legacy is all cards, all the way back from Alpha to now and also all of the side products like the Commander sets. It means that you have a much larger card pool to play with, and the power level of decks is greatly increased because of that.
I personally think that the biggest differences between Modern and Legacy are the lands (ABUR duals, Karakas, Wasteland), Brainstorm and Ponder being legal, and Force of Will. You have much more consistent manabases that don't deal damage to you, and you have the cantrips to find the cards you need. However, Wasteland and Force of Will are the evil bogeymen that keep the crazy combo shenanigans in check.
