best blue and legacy cards on a budget

I have always played standard and I've dabbled in EDH, but now i want to make a legacy deck and i know how expensive they can be. i decided on a mono blue deck and i need advice. what is the best blue cards that i can get for my deck that are at least $5 and under per card.

Any help is much appreciated.

I actually have a mono blue Legacy deck that I play for fun, Instant Gratification.

It's not a tournament deck but it's fun. It really depends on what you want to do though.

Cheap tournament used blue spells, 1 drop cantrips (BrainstormMTG Card: Brainstorm, PreordainMTG Card: Preordain, PonderMTG Card: Ponder) more commonly printed counterspells Spell PierceMTG Card: Spell Pierce, CounterspellMTG Card: Counterspell, even Mana LeakMTG Card: Mana Leak)... although I wonder how expensive merfolk was.

daze, brainstorm, trinket mage (with a tutor package of singletons), delver, spell pierce, mana leak, counterspell....

what type of deck is it? Is it mono blue control or some tempo delver deck?
