Ring of Three Wishes or Liliana Vess?

I have a copy of Ring of Three Wishes in my Atraxa, Praetors' Voice EDH deck, as that deck is my only deck that can truly utilize that artifact to its fullest potential, but, since I have been reconsidering my inclusion of the ring in some of my other EDH decks, I also am wondering if it is the best card to put into that deck, as well.
One user suggested that I replace the ring with the original Liliana Vess, since one of her abilities is nearly the same as that of the ring, but I would would like to ask the other users of this forum for advice, before I make any decisions, and I shall compare the two cards to assist with that process.
+can be used at an time that an instant can be cast, and, with the proper combo, can be used multiple times in a turn cycle
+requires the removal of only a single counter
-costs 5 mana to use, in addition to initial casting cost
-artifact destruction is very prevalent
+requires no additional mana after initial cost
+has several other abilities in addition to tutoring ability
-tutoring ability requires removal of two counters, rather than one, meaning that it is not guaranteed that the ability can be used every turn
-card is put atop library, rather into hand (but my Atraxa deck obviously has plenty of methods for drawing cards)
-abilities can be used only at any time that a sorcery can be cast
-/+artifact destruction is more prevalent than is planeswalker destruction, but planeswalkers are vulnerable to damage
What does everyone else say about this subject? Should I replace Ring of Three Wishes with Liliana Vess?

Probably just go with Liliana. The fact is that ring is reliant on your commander being in play, or at least other synergy pieces, making it weaker than Liliana who you can drop and use immediately. Putting the card on top rather than into hand isn't that big a deal compared to saving five mana. And of course Lily's ult could potentially win you the game.

Liliana Vess is way better. Idk what's worse than Ring of 3 wishes

Everyone here has suggested that I choose Liliana Vess, so I shall do that.

If you need to spend 10 mana to tutor once, and 15 to tutor twice, you would have already won with most decks at that power level.
