I think you have some really nice ideas here. As you mentioned in your writeup, maybe there's just some streamlining to do.
Right off the bat, top-deck manipulation seems like it should be the backbone of your deck. Scroll Rack is the king among these cards and should definitely be a major include in your deck.
Otherwise, I think you could also be playing a ton of Miracle cards to really make your deck tick. They also work well wit your commander because they tend to have high mana costs as well. I'm thinking Temporal Mastery, Terminus, Entreat the Angels and maybe Banishing Stroke.
For some real cheese, Coat of Arms will win you a lot of games on the spot with your faerie army. I think it would be much stronger than a lot of the anthems you have in your deck, particularly Empyrean Eagle. I would just remove them all, honestly.
Elvish Mariner seems perfect for this deck.
If you get to your end step with both Feywild Caretaker and one of the blinkers, you will get to order your end of turn triggers as you like, which means you can always have initiative and make tokens by ordering the Caretaker on the bottom of the stack and resolving the blinks before it.
Some of your cantrips seem worse than other potential cards. I think that playing more card draw spells that can be reduced and then chained with your commanders ability might be the best. Mentor's Guidance seems perfect, Behold the Multiverse and Glimmer of Genius seem great for setting up, Cryptic Annelid can make something cost 6 less, and Gandalf, White Rider tacks on a scry to every spell you cast.
It seems to me that Obsessive Search and Clear the Mind could be easy cuts. Decanter of Enldess Waters seems unnecessary with already several other way to get no max hand size. Pixie Guide seems more fun than useful, though I see why it's there.
Matoya, Archon Elder seems like it was made for this deck.
