Isochron scepter in relation to storm

i feel as though the title somewhat requires no further explanation, but does copying a card count as casting it? I know in the rules text for Isochron Scepter it says Cast the copy..., so I'm pretty sure it would count towards the storm count of Grapeshot per say.

My reason for asking this question is that I am thinking of an izzet storm deck (yes how original) focused on getting an isochron with Dramatic Reversal and grand architect to go infinite and slam down with a grapeshot or an empty the warrens.

You copy the exile card and then may cast it, so it does count as casting a spell. If the exiled card has storm, it's storm will even trigger and give you copies, though this probably isn't particularly helpful to you as you're idea sounds like a modern deck and neither Brain Freeze nor Flusterstorm are modern legal. Dramatic Reversal on an Isochron Scepter does provide infinite storm count with mana rocks though, as you were looking for.
