Can Zur Bestow a hopeful eidolon?

If I use Zur the Enchanter to grab an enchantment (Hopeful Eidolon) with CMC <3, can I bestow it on Zur or another creature even though the bestow cost is >3?

You cannot. Zur puts the card into play, but his ability does not enable you to pay alternate costs. Bestow is an alternate cost.

Bestow only functions on casting, so when a bestow creature enters the battlefield threw any method other than casting, it enters as a creature. As also mentioned, if it is cast without paying it's mana cost, it's also cast only as a creature.

Which is why Riptide Chimera can be a fun addition to a Zur deck, as it allows you to tutor for things like Hypnotic Siren and then return to your hand to cast for their bestow cost.
(Not to mention the horrible interaction with Reality Acid.)
