I need help with a black/blue aggro deck. I want to use mind sculpt,heroes downfall, sign in blood and other such cards to wipe out my opponets deck. I need to know what cards I need and how much I should spend on a good deck.

Alright, so this deck is probably a good place to start. You can make budget cuts on the landbase, and though it will considerably weaken the deck, Glimpse the Unthinkable is also frustratingly expensive. You can copy that list then tweak it with the list of cards that's also included.

This is a pretty solid one, and some lists also go Esper colors (like this one). The MTG Salvation Primer is also very informative. Though this is generally a much more expensive deck than the creature mill ones.

Do you know any replacements for the oboro palace in the sky's and the sunken ruins land?

Any UB land should be fine. You can replace the Oboro by an island.

I think that you're headed for a Mill deck. There's a number of modern decks of that type, from "burn" mill (using cards like Glimpse the Unthinkable, Breaking and very little creatures to get rid of your opponent's deck), creature mill (which runs the above cards with some creatures such as Jace's Phantasm or Wight of Precinct Six as back-up wincons) to combos (Mindcrank and Duskmantle Guildmage to win in one shot). The most competitive is generally the "burn" mill strategy, but any are fun. I'll give you some resources when you tell me which one interests you.
Also, what's your budget?
