What if, for instance, I don’t have any idea for a deck build, nor do I have a commander to build around, what would I do?

Find inspiration. Look up a list of legends in the colors you like go through your collection to find cards that are neat build arounds, or hit random on EDHREC until you find one you like.

Any story franchises you like? Maybe try to build a deck that embodies that franchises universe.

Also pick a style you like... no point in picking a voltron commander like Tromokratis or Brimaz, King of Oreskos if you have no interest in winning by commander damage/seems too simple.... or picking a grixis control commander if you just like turning things sideways and attacking.

Maybe pick a handful of cards you find fun and have copies of and use those as a strategy. Then, look for the right commander identity for the strategy.

For example: my first deck was fun cause I liked the idea of playing both Gruul Ragebeast and Deadeye Navigator .

Also something I do with commanders is what I call the color legendary test. I take whatever legendary I'm using (unless it's mono colored) and then see if I can find a commander who is extremely similar if not exactly. If I can find one, then I see what the extra color lets me do that lacking that color doesn't. That's also a good way to test a commanders worth if you're having issues deciding.
