I mean it's also a key piece of several of the best decks in modern.
Death's shadow jund / abzan / grixis, delirium strategies, I think sram-o's uses it as well. It's the only artifact in the format that costs 0 and draws a card with no downside. That's very relevant.

It's not played in Sram-o's, but it's the best 0 mana card draw spell since Gitaxian Probe got banned.

The only reason it spiked was because it was not in MM3. It just hasn't recovered, unlike Karn Liberated, Mox Opal, and Noble Hierarch.

Limited print run. Was useless so nobody kept them. Found a home as a four of. Buy out happened. Demand now way higher than supply.
