When does Notion Thief's ability start taking place?

The wording on Notion Thief confuses me to no end. Does it mean that your opponent gets his/her initial draw at the beginning of the turn but any draws thereafter during the turn you get instead of him/her?

Yes. Simply put, while you control Notion Thief , your opponent is only allowed the default draw that every player draws at the beginning of their draw step. Any other "draw a card" effects he or she might play will draw cards for you instead of your opponent.

@Absinthman I appreciate the clarification. I put him in a Mill deck for a friend and I just wanted to make sure we were utilizing his effect correctly.

You are welcome. Notion Thief is best used when your opponent casts a spell that draws him or her a bunch of cards (for example Sphinx's Revelation ). You respond by casting Notion Thief because he has flash. It resolves, hits the battlefield, then the carddrawing spell resolves, you draw a bunch of cards instead of your opponent, and he or she is left with a sad face.

@Absinthman I actually had included it in a Dimir Mill deck I created as a Counter Deck to battle against my Modern Deck Blistering Pyromaniacs. That deck's engine is based on the Synergies between Blistercoil Weird and Paradise Mantle and Young Pyromancer . But for the deck to reach it's full potential it has to burn through a number of Sorcery and Instant Spells very quickly that almost all are Cantrips requiring a Draw Card function. So, inadvertently I created a rather potent counter to my Blistercoil Combo.

Ahh, such is the mad ramblings of a genius mind that not even I could have realized how great a Mill Deck Counter I had created....heh. -_~

Notion Thief is a great counter to Sphinx's Revelation I enjoy using Skullcrack along with it.
