when can i activate an enchantments ability?

so for instance, i could use Treasure Hunt to draw a lot of cards (potentially) and then swing with a Psychosis Crawler as a 19/19 if i had 19 cards in my hand. then, i could activate Zombie Infestation to discard/gain tokens?

You would have to activate the Zombie Infestation after combat if you wanted the Psychosis Crawler to still be a 19/19 when damage is calculated.
However, the principle is the same. An activated ability of an enchantment may indeed be activated at instant-speed, provided there is no limitation either from other cards or from the enchantment itself (Aggravated Assault , for example).

You may do this at any time you could cast an instant (that is, whenever you have priority), unless there is an extenuating circumstance that prevents you from doing so (for example, you want to activate Asceticism , but it's your opponent's turn and he or she controls a Grand Abolisher ).
Enchantments also have summoning sickness, but are not affected by it. Therefore, you may activate those abilities the turn they come in, if you are able to.
