Timing interaction: Pemmin's Aura and Persistent Petitioners

I have Pemmin's Aura attached to a Persistent Petitioners, with one other Petitioner on the board. Could I use Pemmin's Aura to untap the Persistent Petitioners two times to get a total of four taps and a 12-card mill? My assumption is that no, I can't, and that the four advisors must be tapped "simultaneously" for the payment...? I'm guessing the payment-tapping doesn't use the stack, so I wouldn't have the stack available to untap and retap it...? Thanks in advance! :)

You are correct!

To activate an ability, first you declare that you are activating it, then choose targets, then pay costs (among other things). This is the activation process, nothing is happening yet that players can interact with. So when you go to pay costs for the second Persistent Petitioner ability, you need to have 4 unique Petitioners, as you cannot take outside action while paying costs.
