some questions concerning inspiring statuary

1) Does the mechanic improvise tap for mana? For example have Inspiring Statuary and Forsaken Monument in play. do my artifacts tap for 2 to cast a nonartifact spell now?

2) If I have a Chromatic Orrery alongside the Inspiring Statuary , can I use artifacts as colored mana sources?

Allow me to premise this by saying: great questions!

As far as actually answering them, I know that as per the ruling of 2017-02-09 "Improvise can't pay for the ,,,,, or mana symbols in a spell's total cost". That takes care of one, but I'm not entirely sure as to the other

Improvise lets you tap artifacts to pay the generic portion of the spell's mana cost. It doesn't let you tap artifacts for mana, so you can't use it to pay colored mana costs, and it doesn't count as tapping for mana. This means the answer to both questions is no.

To get super technical, mana abilities (those that add mana) can be used when casting a spell during 601.2g:

601.2g If the total cost includes a mana payment, the player then has a chance to activate mana abilities (see rule 605, "Mana Abilities"). Mana abilities must be activated before costs are paid.

at which point the mana just floats in your pool for a moment before getting to 601.2h when you actually pay the costs:

601.2h The player pays the total cost in any order. Partial payments are not allowed. Unpayable costs can't be paid.

This order gets important with improvise and gold, you have to add mana (by sacrificing) before paying costs (by tapping). Tapping an artifact for improvise is the same as paying a non-mana cost (like tapping a vampire for New Blood ) except that it actually pays the mana cost. There are 3 keywords that work this way: Convoke, Improvise, and Delve. None of them actually add mana. K'rrik, Son of Yawgmoth also works this way, which is slightly different from phyrexian mana (again, super technical).
