Relentless Rats in EDH

can you have more than one Relentless Rats in an EDH/commander deck? I've seen decks with like 30 of them

Yes you can. The rule on the card specifically supersedes the rules of the formats in which it is legal. You can run as many copies as you want.

Try playing Search the City as well.You could use cards like Halimar Depths to combo with. Definitely not a win-con but it might add a little flavor to an otherwise boring rat deck.

Just don't be surprised when your friends want to play cards like Detention Sphere and Runed Halo .
