Questions about Suspend

I'm attempting to make an EDH centered around Jhoira of the Ghitu .

Because of this, there's a few rules I want to ask about:

1: Is the card counted as cast when played from my hand for 2, or when it hits the field when it comes off suspension? (For use of "when this card is cast" effects).

2: Can I use a card, such as Jhoira's Timebug to remove a counter on the opponents turn, and have that card played on that person's turn if it's an instance? What about if it's a Sorcery, creature or artifact?

3: Can I suspend something on my opponents turn if it has Flash?

If anyone can answer these, I'd greatly appreciate the help.

1: you may cast the card once it comes out of suspense for the alternate cost of free. Please consider that you cannot pay other alternate costs like Overload, so do not suspend Mizzium Mortars . also:

6/7/2013: Exiling a card with suspend isn't casting that card. This action doesn't use the stack and can't be responded to.

2: Whenever the last counter is removed, the card is may be cast.

6/7/2013: When the last time counter is removed, the second triggered ability of suspend will trigger. It doesn't matter why the last time counter was removed or what effect removed it. 6/7/2013: As the second triggered ability resolves, you must cast the card if able. Timing restrictions based on the card's type are ignored.

3:

6/7/2013: You can exile a card in your hand using suspend any time you could cast that card. Consider its card type, any effect that affects when you could cast it (such as flash) and any other effects that could stop you from casting it (such as Meddling Mage's effect) to determine if and when you can do this. Whether or not you could actually complete all steps in casting the card is irrelevant. For example, you can exile a card with suspend that has no mana cost or requires a target even if no legal targets are available at that time.

I literally copied Gatherer info for a suspend card. You can check Gatherer first before asking the question.

  1. Suspended cards are cast for the alternate cost of 0 when the last time counter is removed. Your opponents cannot counter the suspension of a card (unless they Stifle Jhoira's ability), but they can counter the spell when you cast it some turns later.

  2. Suspended cards can be cast when the last time counter is removed, regardless of timing restrictions based on the card's typing. You can cast sorceries on your opponent's turn if the last time counter is removed, triggering the second part of the suspend ability.

  3. You can suspend cards any time you could cast them. This means that if, for any reason, you would not be allowed to cast the card (Teferi, Mage of Zhalfir , Gaddock Teeg , etc. or just timing restrictions) you cannot suspend the card either.

With everybody's answer to question 3, yes, a card with suspend can only be suspended at the time you could cast that card.

However, Jhoira of the Ghitu specifically does not use the suspend mechanic. She simply has an activated ability which exiles cards from hands and puts time counters on them and THEN gives them suspend.. You can exile a card using her ability any time you could activate the ability, including on somebody else's turn.
